    Where in the press release does it say anything about hollow point ammunition? The article goes on about them, but they are pulling shit out of their ass.

    Furthermore, the contract has a maximum quantity of 450 million it says nothing about the quantity purchased. I'm sure the quantity is based on what the supplier feels they could potentially manufacture if necessary. But hey, let's not let facts and business sense get in the way of some wingnut conspiracy.

    ATK was the incumbent and won the contract with its HST bullet, which has proven itself in the field. The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions. HST is engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration.

    Maybe they're going to melt the bullets down and use the lead to make little Dungeons & Dragons miniatures? Senior management at DHS would be about the right age to have been into the tabletop stuff.

    I think that if they are ordering .40 calibre hollow point ammunition they are intending to kill people with it. That would be the part about limiting collateral damage and avoiding over penetration. Bullet goes in and mushrooms, doing maximum damage to a cone of meat. Survivability is not great.

    A lot of rounds will be used in training, qualifications, etc.

    But it sure seems like they are anticipating some serious shit.
